As Co–Founder and CEO of Star Software, Vlad Dubuque drives organizational growth and consistently enhances enterprise value. With over 30 years of deep software services experience, he has transformed companies into leaders in technology solutions, specializing in scalable, high-impact business models.
Mr. Dubuque previously served as CEO of IonIdea JSC and held board positions across multiple IT firms. As a Managing Director at Accenture, he was instrumental in expanding the natural resources, banking, financial services, and insurance practices.
He also served on the advisory board of Mobiliya, a Silicon Valley mobile technology innovator, and on the Boards of Directors of Technoserv, Prognoz, IT Co, and other leading systems integrators.
During his tenure as Chief Business Officer at Virtuace, Inc., Mr. Dubuque led the creation of Centers of Excellence for insurance sector solutions, positioning Virtuace as a leader in Guidewire technology services.
In previous roles, Mr. Dubuque was Global Head of Insurance Practice at Luxoft (a DXC Technology Company) and Managing Director of Optima Group, where he produced and managed revenues exceeding $900 million and directed over 6,000 IT professionals globally.
Earlier in his career, he led EPAM Systems’ low-level and embedded engineering practice, establishing robust sales and delivery organizations and securing complex projects with top-tier natural resources companies and independent software vendors.
Mr. Dubuque holds a master’s degree from the RN Economics Academy and a bachelor’s degree in journalism from Chisinau State University. A results-driven leader with strong strategic insight and business acumen, he consistently builds impactful client relationships and delivers exceptional performance across diverse industries.

Daniel Milstein is the Founder and President of Star Software, a captive IT services company within the Gold Star Family of Companies, where he also serves as Founder and CEO. Both organizations operate out of 58 offices worldwide, providing IT services for financial organizations, banks, and insurance companies—while also excelling in sports management, publishing, and film production.
Mr. Milstein established Gold Star Financial Group in 2000, distinguishing it early by avoiding the subprime mortgage crisis and thriving during the 2008 recession. This success earned Gold Star a spot among Inc. magazine’s 500 Fastest-Growing Companies in America, as well as inclusion in Crain’s “40 Under 40” and DBusiness magazine’s “30 in Their Thirties” lists.
Beyond financial services, Mr. Milstein leads Gold Star Sports Management, representing top NHL players such as Evander Kane, Nikita Kucherov, and Andrei Vasilevskiy. His innovative approach to player management—encompassing both professional and personal development—has set Gold Star apart in the competitive sports management sphere.

Role
Daniel Dubovoy serves as Chief Technology Officer, overseeing a global team of technology professionals across Ukraine, Poland, Slovakia, the Czech Republic, Armenia, Argentina, and Vietnam. In this role, he fosters a culture of collaborative innovation where high-caliber developers can thrive. Guided by a “clients first” philosophy, Mr. Dubovoy strives to exceed customer expectations by delivering robust, scalable IT solutions that drive transformative business value.
Mr. Dubovoy began his career at JPMorgan Chase, where he developed a critical infrastructure portal that showcased his talent for designing enterprise-level systems. This early success positioned him for larger-scale projects and leadership opportunities, laying the groundwork for a career defined by a deep understanding of financial services technology and a commitment to operational excellence.
He went on to gain extensive experience at Barclays Investment Bank, first as an application owner who created scalable data-ingestion pipelines for post-trade settlements, then as a key contributor to the bank’s low-latency options and derivatives trading suite—one of its highest-performing desks. In addition to modernizing legacy systems into microservices, Mr. Dubovoy designed and developed an RFQ-based web application, integrating multiple trading platforms through real-time APIs and significantly streamlining the trading process for more than 30 users.
Following his tenure at Barclays, Mr. Dubovoy served as CTO at Intego Technologies, leading a Guidewire InsuranceSuite integration and configuration project. During a period of conflict in Ukraine, he personally orchestrated the relocation of Ukrainian team members to Poland and the Czech Republic, ensuring their safety and business continuity. This effort showcased both his supportive leadership style and unwavering commitment to the well-being of his staff.
A graduate of Temple University’s College of Science & Technology with a B.S. in Computer Science, Mr. Dubovoy specializes in investment banking technologies, low-latency distributed systems, and high-performance middleware solutions.
Outside of work, he is a passionate learner and avid hobbyist—pursuing numismatics, fishing, custom mechanical keyboards, retro tech hardware restoration, classic gaming, and watch collecting.
Role
Paul Lavin serves as the Chairman of the Board of Directors for Star Software, an innovative IT services company specializing in integration, implementation, and configuration solutions, particularly for the financial services industry. Under his strategic leadership, Star Software is poised to deliver cutting-edge technology solutions and solidify its role as a global leader in IT services.
Mr. Lavin is also a member of the Board of Directors at Guidewire Software, where he played a pivotal role in the company's growth from $300 million to $1 billion in revenue over a decade, with the stock price doubling during this period. He has chaired the Nominating and Governance Committee and the Compensation Committee and has contributed significantly as a member of the Audit Committee and the Business Opportunities Committee. In 2019, he was named Lead Independent Director, a role he held for five years. His expertise in governance, strategy, and sales has been invaluable in representing shareholder interests and guiding corporate success.
Additionally, Mr. Lavin serves on the Board of Directors at Lucent Health, a leading medical TPA based in Nashville, Tennessee, where he is a member of the Compliance Committee. He also advises several healthcare startups focused on enhancing operations through the implementation of artificial intelligence.
With an extensive executive management background, Mr. Lavin has held leadership roles including CEO of a $200 million wholesale health insurance business. His career highlights also include senior positions in insurance consulting, system integration, and high-net-worth insurance programs. His expertise extends to serving as the Global Head of Operations for a leading insurance brokerage and as a senior consultant for hospital operations.
At Star Software, Mr. Lavin fosters a collaborative and innovative culture to meet strategic objectives. He encourages dynamic debate and critical thinking to develop industry-leading solutions that drive competitive advantage. His proven success in sales, customer management, operations, and change management strengthens Star Software’s commitment to excellence. His consultative approach to client acquisition and retention is instrumental in building lasting partnerships and delivering unparalleled value to clients.
Previously, Mr. Lavin served as CEO of American Health Holding (AHH) from 2009 to 2023, where he led the company’s growth from $40 million to $130 million in revenue. AHH, recognized as a top independent medical management firm, was acquired by Aetna in 2011. In 2017, Mr. Lavin was appointed to lead First Health, an Aetna subsidiary, where his leadership in operations and sales processes drove significant growth and retention.
Mr. Lavin, a former CPA in Pennsylvania, brings a wealth of experience, strategic vision, and dedication to his role at Star Software. His leadership helps position the company as a trusted partner in IT services for the financial services industry.
Role
As a Member of the Board of Directors at Star Software, Alexei leads the Banking and Financial Services division, spearheading digital transformation initiatives and delivering next-generation IT services to global banks and financial institutions. He focuses on driving Star Software’s ability to provide scalable, secure, and innovative technology solutions that empower financial institutions to optimize operational workflows, enhance system integration, and achieve strategic differentiation in a competitive market.
A seasoned banking executive with extensive international experience and deep digital expertise, Alexei’s career reflects a legacy of leadership and transformation.
A graduate of Sciences Po Paris, Alexei began his career with Société Générale Group as an Inspector, conducting audits and consulting missions across more than 10 countries. He played a pivotal role in major restructuring initiatives and high-stakes due diligence projects. Between 2006 and 2008, he led one of the largest acquisitions in Eastern Europe’s financial market on behalf of Société Générale, demonstrating exceptional strategic acumen.
In 2009, Alexei was appointed Deputy CEO and CFO of a major European banking subsidiary of Société Générale, where he successfully integrated multiple entities into a cohesive, high-performing international banking platform.
In 2013, he assumed the role of Chief Financial Officer for a CE&E largest privately held international financial group. His leadership delivered record-breaking financial performance and solidified the group’s reputation in international capital markets. By 2018, he advanced to interim CEO, spearheading a transformative digital strategy that expanded the bank’s customer base and significantly enhanced profitability through innovative technology solutions.
